Tardy students

Assalamu Alaikum,

Our school has been struggling with several students who are continuously tardy.  We have handed-out tardy slips, spoken with parents, etc., but the problem continues unabated.  We don't want to penalize the students since they are not the cause.  We have been bouncing ideas around today trying to find a solution and are wondering what other schools are doing that seems to be working. Ideas?

salam
Our school has a policy of five days tardy will count as one absence . We were not really enforcing it before but we started this year and it reduced tardiness tremendously.
